In a large mixing bowl add the ground almonds, turbinado sugar, baking powder, and flour.
Mix until all the ingredients are mixed and add in the oil, vanilla extract, orange zest and juice, and mix until combined.
Add dollops with the help of two spoons or just make balls out of the batter and place them in a baking tray lined with parchment paper.
Let them bake in an already heated oven at 350 F or 180 C degrees for about 10-12 minutes.
Let them cool completely.
Add a little bit of the chocolate hazelnut spread on one of the cookies and top with another cookie to make a sandwich. Repeat the same thing with the rest of the cookies.
